Proper Use of Quotations

This one is a little venting session. I often see improper uses of quotation marks, and sometimes they just get to me. Last night, we went on a late night milk run at Mac's Milk across the street from our building. The cashier was wearing a nametag that said:

I am "In Training"
Please have patience.

So... was she really in training or not? Was she in some fake training? Taking part in training-like activities? Someone who has a stellar command of the English language (Fawn? Sam? Mom?) please help me out here, can this be deemed a correct use of quotation marks? Gracias!

    It would seem to me that, in this instance, it is acceptable use of quotation marks as long as the reference to training is sarcastic in nature.

    There is a missing period however, and I'm not too sure about the capital "I".

    Thanks Mike.... that's my point exactly!! So, as a non-sarcastic communication, the quotation marks are not appropriate. Because of how long the actual transaction of buying milk took, I am *quite* sure the training comment was not sarcastic. Ahhhhhh.

    That's pretty funny! What really gets me is grammar/spelling mistakes in the newspaper. I mean, they have an editor for Pete's sake and writing is their job! Plus, they just propagate the errors to everyone who reads the paper. That's my rant.
